Women and girls received a victory to protect their right to fair competition on Tuesday as the House passed the “Protection of Women and Girls in Sports Act of 2025.”

H.R. 28 amends the 1972 Title IX Education Amendments to ensure that athletes participate on sports teams based on their biological sex, and that violation of this will affect the ability to receive government funding.
It also notes that the males will not be banned from participating in female sports if they do not prevent females from receiving a spot on a team, gaining a scholarship, or admission to an educational institution or “any other benefit.”
Furthermore, the legislation provides that the Comptroller General is slated to host a study to “document the adverse psychological, developmental, participatory, and sociological results to girls of allowing males to compete, be members of a sports team, or participants in athletic programs, that are designed for girls.”
This issue has stirred up vocal proponents from the world of women’s sports, like former competitive swimmer Riley Gaines who is now an Ambassador for Independent Women’s Voice and Vice Chair of Athletes for America.

After the passage of the Protection of Women and Girls in Sports Act, Gaines publicly thanked the leaders who worked to take action against the growing issue of males dominating female sports.
“I’m thrilled with the passage of H.R. 28, the Protection of Women and Girls in Sports Act of 2025. But, truthfully I’m mad. I’m mad that this is something we have to do,” she stated.
“I’m mad that we, as women, have to beg for equal rights,” she went on. “I’m mad that we have to beg for privacy in areas of undressing, and I’m mad that we have to beg for safety on the court or on the field, or walking on the streets at night, for that matter.”
Gaines accused Democrats who opposed the bill of fear mongering in favor of compromising biological women’s rights to support confused athletes who wish to compete under an assumed identity. She denounced their claims that this act is unnecessary because only a few girls have been harmed by trans players and decried leftist leaders who claimed that the Act was a waste of time.
She said, “The message I received when I heard that is that I’m a waste of time. Girls around the country just like me are a waste of time. Your daughters are a waste of time to all House Democrats except the two who voted in favor of the Protection of Women and Girls in Sports Act of 2025.”
