Rubio announces visa restrictions targeting violent far-left extremist groups

Secretary of State Marco Rubio on Thursday announced a new visa restriction policy aimed at foreign nationals who support or facilitate violent far-left extremist groups.

The announcement came during an international counterterrorism summit, where Rubio met with representatives from dozens of countries and urged greater international cooperation to combat political violence. He pointed to the multinational coalition formed to fight the Islamic State as a model for addressing emerging extremist threats.

In a statement, Rubio said the new policy supports National Security Presidential Memorandum-7 and broader administration efforts to disrupt networks that promote political violence before it escalates.

“Today, in support of National Security Presidential Memorandum-7 and ongoing U.S. Government efforts to disrupt networks fomenting political violence before they escalate to criminal action, the Department of State is announcing a new visa restriction policy that targets members of Far-Left Terrorist and other aligned groups who have supported or incited acts of terrorism; supported violent criminal activity; participated in economic sabotage; financed, recruited, or provided logistical support for violent or criminal actions committed by Far-Left Terrorist and other aligned groups; and/or facilitated the convergence of Far-Left Terrorist and other aligned networks for the purposes of violent action,” Rubio wrote.

“This policy will safeguard the American homeland by restricting entry of foreign nationals who finance, recruit, incite, or otherwise enable terrorist, violent, and criminal Far-Left Terrorist networks – closing the visa pathways that Far-Left Terrorists and other aligned groups exploit to threaten American lives, undermine economic stability, and coordinate violent action on U.S. soil,” he added.

The State Department said the restrictions are intended to deny entry to individuals who support or participate in violent extremist activities linked to those organizations.

The Trump administration has placed increased attention on violent far-left extremism following the September 2025 killing of conservative activist Charlie Kirk during an outdoor event at Utah Valley University.

Authorities alleged that the suspect, Tyler Robinson, was motivated by Kirk’s public criticism of transgender ideology. The case intensified calls among administration officials for stronger measures against politically motivated violence.
