Another promise fulfilled: President Trump signs EO directed at addressing availability and affordability of IVF

President Donald Trump announced on Tuesday that he had signed an important executive order fulfilling one of his most important campaign promises: addressing the cost and availability of in-vitro fertilization (IVF) in America.

The president’s announcement took place at Mar-a-Lago in West Palm Beach, Florida – also sometimes known as the “Winter White House.”

“We’ve made more progress in three weeks than they have in four years,” the president said upon taking the podium, contrasting his administration against the failure of the Biden years.

He then asked White House Staff Secretary Will Scharf to explain some different documents that had been signed just before the press conference, which included the EO on IVF.

Scharf said that the order would look at the “affordability and availability” of IVF and “other fertility treatments.” He also explained that it would direct the Domestic Policy Council to “examine ways to make IVF more affordable for more Americans.”

President Trump later commented that women and families were “very appreciative” of the executive order on IVF access.
The president’s decision to sign the fertility-related EO is a fulfillment of a promise he made last summer while on the campaign trail.

“I’m announcing today in a major statement that under the Trump administration, your government will pay for, or your insurance company will be mandated to pay for, all costs associated with IVF treatments, fertilization for women,” he vowed during a Michigan rally in August 2024.

White House Press Secretary Karoline Leavitt reacted to the news on X, writing, “PROMISES MADE. PROMISES KEPT: President Trump just signed an Executive Order to Expand Access to IVF!”

She explained that it would direct policy recommendations to specifically “protect IVF access and aggressively reduce out-of-pocket and health plan costs for such treatments.”
